Swachhata Technology Platform


Empowering citizens and governments to build a cleaner, healthier India

We attempt to work at the intersection of city systems and the thematic. The Swachhata Technology Platform was launched by Janaagraha in partnership with the Ministry of Housing and Urban Affairs, Government of India. The initiative allows citizens, sanitation engineers,  and city administrators to actively participate in the Swachh Bharat Mission (Urban) in achieving universal sanitation coverage across the country.

Program Details

The Swachhata Technology Suite consists of four mobile apps and web portals built on our IChangeMyCity civic tech platform and designed to ensure ease of access and use. Citizens use the platform to register their complaints, which the cities are mandated to resolve within stipulated timeframes ranging from 12 hours to 1 week (depending on the nature of the complaint and to the satisfaction of the citizen).

Swachhata Citizen App

The app enables citizens to register complaints on health and sanitation issues. It also provides information on public toilets based on real-time locations. Citizens can see nearby complaints, vote on them, comment and share them, and re-open them if they are unhappy with the resolution. They can also participate in national surveys and polls like Swachh Survekshan.  The app is available for download in English and nine regional languages.

Swachhata Engineer App

Developed exclusively for city engineers to resolve citizen grievances, the app displays complaints that require action.  
The engineers receive geo-tagged complaints along with photographs. In turn, they can upload images of resolved complaints as proof of work completion. They can also receive feedback from citizens on work done.

Swachh City

This web portal is designed for city officers and can be accessed at Every city is given a unique login which they can use to view a dashboard that lists all the complaints received, the location of complaints, the assignment of work to sanitary engineers, the status of the complaint, as well as the complaint resolution rates.  Swachh City also lists comparative ratings and rankings for cities across the country

Swachh Manch

A public portal, Swacch Manch catalyses civic volunteering under the Swachh Bharat Mission. It has an easy-to-navigate dashboard which displays the resolution efficiency of citizen complaints received on the Swachhata app across cities. Citizens and cities can also create and participate in civic events on cleanliness, awareness and other volunteering initiatives.
